Which tool do I need?
Most people arrive with a problem rather than a tool in mind. This table maps the common situations onto the thing that solves them.

The order to do things in
Jobs that need more than one tool almost always want the same sequence, and doing it in a different order creates work. Build the document first, then finish it, then shrink it.
- Convert anything that is not yet a PDF — photographs and scans go through JPG to PDF.
- Combine the parts with Merge PDF.
- Fix the pages: reorder, rotate and drop what you do not need with Organise PDF.
- Finish with page numbers, a watermark or a signature.
- Compress once, at the end, against the actual limit you must meet.
Compression is last because it is the only lossy step. Doing it in the middle means any later change is applied to already-degraded pages, and if you compress twice you pay the quality cost twice. Everything above it in the list is lossless and can be repeated freely.
What is not here, and why
There is no PDF-to-Word converter. Doing that properly means reconstructing paragraphs, styles and tables from absolutely positioned text, and every browser-based attempt produces output that takes longer to clean up than retyping would. Rather than ship something that disappoints, the honest tools are PDF to text for the words and a desktop application for genuine layout conversion.
There is no password protection or removal either. PDF encryption is not supported by the browser library this site is built on, and a tool that claimed to "unlock" a PDF without its password would be either useless or something this site has no interest in providing. To protect a document, use the export options in your PDF reader or word processor, which write proper encryption.
There is no OCR yet — recognising text inside a scanned image. It is genuinely possible in a browser and it is the most requested addition. It is on the list. Ask for it and it moves up.
